East Timor could serve as model for UN mission in Libya

Unarmed UN-hatted police supported by African Union and Arab League soldiers as well as Nato air-lift and sea-lift capabilities is emerging as the preferred model for a post-Gaddafi peacekeeping mission in Libya.

The UN special advisor for post-conflict planning in Libya, Ian Martin, told press in Istanbul on Thursday (25 August) that he is looking to set up an "integrated advance mission" in order to restore public security, rebuild public services and help rebel leaders, the Transitional National Council (TNC), to make preparations for democratic elections.

Blackouts remain a significant part of East Timor's capital, Dili, although Prime Minister Xanana Gusmao has promised the country's thirteen districts electricity by the end of the year - a promise which Gusmao is to realise with money from the country's oil fund, a fund increasingly tainted by corruption scandals and the falling US dollar.

In front of Dili's tiny harbour, headlights illuminate the night. This is the United Nations' industrial area, protected by warning signs, barbed wire and two bored security guards. They chain smoke cigarettes, talk and watch the night traffic pass by. What do the guards protect? Containers, generators, water tanks and tractors - a surplus of logistics that nobody uses in a society that lacks roads, clean water and electricity. Instead, this equipment has ended its days here, in the transit hall of the UN.

Our young Nation would never have become a sovereign and independent State without the effort and sacrifice of all those who took arms and fought against the occupier for a quarter century. F-FDTL, the successor of FALINTIL, the armed resistance against the enemy, are today modern Armed Forces, characterized by a strong spirit of discipline, a high sense of duty and patriotic pride. Despite the human and logistic limitations that unfortunately still persist, F-FDTL have a remarkable operational capability, as they have shown in the missions in which they have been involved.

EAST Timor's small army will be supplied with Indonesian weapons after the signing of a ground-breaking agreement between the two countries that were once deadly enemies.

Australia has 380 military personnel in the half-island state and has a close security relationship, but some in the capital, Dili, complain that Canberra can be excessively bureaucratic in its dealings on defence.

On a recent visit to Dili, Indonesian Defence Minister Purnomo Yusgiantoro and East Timorese Prime Minister Xanana Gusmao, who also serves as Defence Minister, signed a memorandum of understanding covering security co-operation, including training and military logistical support.

The United Nations will finally wind up its peacekeeping services in East Timor in 2012, and all preparations to keep within this deadline are in full swing. It was almost six years ago that the East Timor government enlisted the United Nations peacekeeping efforts in 2006, following unprecedented civil riots and factional fighting that was taking one of the youngest nations in the world to the brink of internal strife and civil war.

United Nations is involved, and United Nations security forces have been protecting the nation because of long-standing political and historical events. To understand the significance of the UN security forces finally handing over the baton to East Timor, one needs to know how the current scenario came about and how the coming date with East Timor presidential elections in 2012 is so vital to this emerging nation.

Timor's Oil: Blessing or Curse?

Oil has different meanings for different societies. For developed societies like the United States, Japan, and Western Europe, oil is like an addictive drug that people only want more and more of. It enables them to go everywhere. It helps them cook and regulate the temperature of their dwellings. Without oil, people in these societies couldn’t sustain their way of life. For these reasons, many countries go to war for the sake of securing access to oil.

However, oil has different significance for developing countries whose economies heavily depend on exporting oil and gas. When oil was discovered in their territory, it was their expectation that oil exports would help to boost their domestic economy through creating jobs, improving human resources, developing the non-oil economy, building infrastructure, and funding other social services. But this has rarely come to pass.

World Bank Managing Director Sri Mulyani Indrawati Praises Timor-Leste for improved Transparency

Dili. August 26, 2011. World Bank managing Director, Sri Mulyani Inndrawati yestaerday, congratulated the Government of Timor-Leste for improving transparency and accountability in the management of its natural resources. Timor-Leste has secured compliance with the Extractive Industries Transparancy Initiative (EITI) which commits governments to disclosing the revenues They earn from oil, gas and mining, and his holding the first regional Conference for the Asua-Pacific. 

'This import initiave gives Timor-Leste the opportunity to manage its precious oil revenues for the future security and propsperity of its people, and it is a mark of the progress Timor-Leste has achieved that it was admitted to the EITI", said Sri Mulyani.

Untuk meningkatkan dan memperluas hubungan bilateral dan hubungan persahabatan, Pemerintah Republik Indonesia dan Pemerintah Republik Demokratik Timor Leste (RDTL) menyepakati kerjasama pertahanan dan keamanan. Kesepakatan kedua negara tersebut ditandai oleh penandatanganan nota kesepahaman (MoU) di bidang penguatan hubungan pertahanan kedua negara dalam forum Bilateral kedua negara, Jumat (19/8), di Kantor Kementerian RDTL.

30 Juli 2011, hari yang bahagia. Pemandangan indah memanjakan mata sepanjang perjalanan menuju Sumber Mata Air Sungai Nil, the Source of the Nile River. Hujan lebat menemani di tengah perjalanan kian menambah keindahan pemandangan alam sekitar. Ada rerumputan hijau terbentang luas sejauh mata memandang, ada pula hutan terlindung dengan pohon-pohon besar berumur ratusan tahun, dan tentu saja melewati deretan bukit berbukit serta dataran luas yang indah mengesangkan, melukiskan keindahan sang pencipta.
